What are Oral or 'By Conduct' Customs Declarations?

Oral or 'By Conduct' declarations are where a person follows a course of action described in regulations. In the case of customs, this is declaring commercial goods to customs at import or to a Border Force officer at the 'goods to declare' channel at a port.
